This happened at the end of the month, and welfare (money) is usually out by then. Therefore the people who were told to get out, just didn"t have the money to do so. The film is in remembrance of hurricane katrina. Houston got money right away and so did florida and austin. Recovery plans in florida, but we are going to do everything we can to save the people in alabama, louisiana and mississippi. Most people in the situation in new orleans said like always they were just going to survive it out. The democrats said they were trying to petition and get as much money and wealth for the state. The head of the hurricane center said that in their last 33 years they had seen nothing like that. The mayor of new orleans confirmed a mandatory evacuation and state of emergency in new orleans.
