Those who are highly educated are more likely to leave italy for britain and united states. Many italians are expected to have a college degree now there is a degree inflation that makes it useless. Government attempting to reform the education system to accommodate. Berlusconi tried to isolate italy from the rest of europe (other than russia) Now italy is trying to find its voice with europe (currently siding with germany and france)
