The collapse of the ottoman empire gave the european powers an opportunity to divide up the parts of the arab world that they did not already control. Three separate provinces were combined to form the kingdom of iraq. At the end of wwii, the colonial powers were failing; independence movements were cropping up all over the world. Whichever group managed to kick out the colonial power took control unopposed.
