The use of religion and faith unifies the empire on a social level. So dominant churches would suppress the ideas of more liberal churches that did not agree with the main church . While it worked for the small autocractic political power that rome began as, it became more ineffective as rome grew in size. However seeing as the ritual could only be conducted by patricians, this essentially kept the plebeians out of office: flawed checks and balances (1) most of the consuls were from the senate so again patricians would take power. And then after they served, they usually became governors of the new incoming territories/states. Redistributed land to soldiers, granted citizenship to provincial subjects, initiated many public projects to give jobs to landless peasants (b) depending on how you look at the changes caesar brought, caesar was self- serving.
