Creating the constitution required compromise and cooperation. Constitution requires compromise to create and change laws. Bills must pass in both the house and senate. Courts can rule actions of the president unconstitutional. Article 1 section 8 lists all the powers of congress. If it is important and needs to be done, then congress can do it. 10th amendment- any powers not explicitly given to the federal government are given directly to the states. Federalism- a system of government that divides sovereign power across at least two political units. Sovereign power- the amount of authority and autonomy given to each unit of government. Under the articles of confederation , many states were free riders and did not contribute. It is a mixture of a confederation with a unitary government. Voted on by the people and not state governments.
