The hypothesis created for research is as follows: domestic surveillance policies
implemented after 9/11 such as the U.S. Patriot Act, the FISA Amendments Act, and the
replacement of the Electronic Communications Privacy Act, have increased the ability of the
United States federal government to limit American citizens’ privacy rights. The independent
variable in this research is the time passed as specific domestic surveillance policies listed below
legislation is enacted. The dependent variable is the privacy rights of Americans and how they
have been affected and controlled by the policies. One key variable will be access to technology,
which will be measured in types of technology available for government use and under which
circumstances they are authorized to be used. Another variable will be the amount of information
the government can legally obtain from its citizens without their consent. This will be measured
in policy changes for surveillance such as wiretapping.
The unit of analysis is the major variable that is being analyzed in a study. In the case of
our research study, the unit of analysis is the citizens of the United States. Because our research
question has to do with how surveillance policies affected American privacy rights, the unit of
analysis would be the American citizens being affected.
We will be determining the extent to which the war’s tactics have directly affected
specific policy areas after 9/11. A method describes how we will conduct our research and
collect the data needed to answer our question and confirm or reject our hypothesis. Our main
method will be the analyzation and review of policies we have chosen to focus on that were
implemented after 9/11. The main policies we have chosen are the U.S. Patriot Act, FISA
Amendment, and changes in the Electronic Communications Act. We chose to analyze these
policies because they resulted from 9/11 and made regulations on domestic surveillance. Our
