Handle over 80% of cases: most visible actors in justice system, 3 main roles law enforcement. 1: order maintenance, service, use of police discretion : a factor during police intervention. Miranda v. arizona (1966) ensures offender"s rights. Extra-legal factors also play a role: age (the older the juvenile, the more aggressive the encounter, gender (chivalry females treated less harshly) 3. race & ethnicity (african american & latinos more likely confronted: police in uence policing & political capital. Police are subjected to a system of constantly changing philosophies, regulations, rules, and memos about how to do their work. Politicians bene t greatly from appointing heads of law enforcement agencies to carry out their agenda as opposed to professionalism in law enforcement being the goal: militarization of police & the science of kicking ass . Evidence : confrontational nature of juvenile encounters with police > juvenile becomes hostile bc perceived arena as real with real consequences for approaching law enforcement.
