Three groups are trying to create law and order, french kill vietnamese and vice versa. British want to leave to deal with issues in india. Viet mihn (ho chi mihn) are in charge of north indo-china (policing, transportation, schools, garbage collection) Chinese are not interested in this because they are only occupying for a short time. 35,000 french troops arrive after china leaves. Chjna negotiates in france but leaves after they realize french are stalling. Vietnam is an american term, tonkin and annam are correct terms, we do not include cochin china in our definition. October 1947, was almost successful for the french. Attempt to capture viet mihn using triphibious forces. Paratroopers came as a surprise but took 5 hours. If this operation had been successful there would have never been an american.
