Solicitor general has figured out that there is power in being the person who brings cases to court. 65% of cases that come to supreme court are coming out of federal court. 45% come out of state courts and courts of last resorts. Conflict between the circuits is when one circuit wants law to be interpreted one way and the second circuit says law should be interpreted another way. Roberts courts like cases that deal with cooperation"s. There are four potential votes for cases with cooperation. Justices may get cases that they really want to hear. We need 4 votes to hear the case. Amicus briefs are a way to predict if there"s a lot of activity behind court acceptance. Amicus briefs are outside groups telling court if the case is important or not important. A lot of amicus activity is a good bet that the court will take that case.
