POLS 100 Lecture 1: President and Executive Branch Notes
Document Summary
Gradually it became the norm for the states to hold a popular vote and for all electors to vote for the candidate with the most popular votes in the state: some electors did their own thing. The problem with the electoral college is the winner take all system, trump could have lost by 1000, so non go him and they all go to hilary. Other options: the founders desire to keep the people"s voice out of presidential elections were negated long ago so let"s at least get an ef cient system of counting popular votes. Direct popular vote nationwide ( efforts are underway) Proportional within the states (lots of rounding error) It has been said that the state by state, winner take all system shifts presidential elections from a single contest to 50 separate contests thus spreading out attention across the country. This is not true since it only spreads attention to those 10 or states that are in play.
