Newspapers were limited by government issued license: had to get license from government to publish. With the formation of the us and passage of the constitution/bill of rights, newspapers take on decides political tone. Publishers used newspapers mainly to promote their partisan political philosophy. Westward expansion begins, new territory makes paper more available, presses improve as industrial revolution sets in. Publishers see business opportunities in cheaper newspapers with advertising. Literacy increase results, especially in growing urban areas. Railroad and telegraph communication opportunities: expanded commination because it got their faster.
