Who is the public: five perspectives in public administration, the pluralist view. Groups of citizens develop around similar concerns and compete to gain advantage. Power and money get the job done: the public choice view. The public as consumers of government services. Where citizens pursue individual goal , with little concern for public good. The government is a marketplace for goods. You go and get what you can afford. Those with few resources suffer: the legislative view. Public entrusts elected officials to act on its behalf. Citizens are alienated and not adequately represented: the client view. Citizens are clients of government at all levels. Public administrators are limited by available: the citizen view. The public as citizens who pursue public interest, as well as self- interested. Public administrators seek citizen input and focus at the community level. Goal is to increase abilities of citizens to self-govern. Immigrants don"t participate as much, especially illegal immigrants.
