What is democracy: dahl, we need some form of achieving organization/association, democracy is a political order that helps to manage decisions and bind people to those decisions. Decisions involving setting the agenda and deciding an outcome: binding decisions should be made by people in the association. Effective participation: citizens should have an equal opportunity to state preferences and influence the final decision. Voting equality: citizens should have an equal opportunity to express a choice that will be counted. Enlightened understanding: citizens should have equal access to discover and validate (i. e. deliberate) the choices, can"t inform decisions, have to be able to debate ideas and have different viewpoints and ideas. Control of the agenda: the people (demos) should have control over the agenda, not everything but the theory is there and it worked better with smaller amount of people. Equality: not everyone can participate equally in the political process. Majority rule: maybe the majority shouldn"t rule.
