In mexico, the liberal party headed by president benito juarez (full- blooded native american race) wants to institute reforms against the oligarchy, who could buy their liberty from the courts when they got into trouble. He also wanted to punish people in the church the same way others were punished. He also took away land from control of the church because most priests were european and he wanted to institute that the church in mexico should be controlled by mexicans not the romans or the french. He also believed the church controlled the indian councils, so he dismantled those.
