Collapse of the cold war was a victory for the liberal interpretation: no longer two countries fighting for power, but institutions for peace and democratic ideas have triumph. Conflict isn"t over, but he"s saying that the consensus has been reached on key ideas: liberalist. Liberal international order and institutions are succeeding, like the gulf war with the united nations leading. This is the birth of the new world order : international community keeping the peace together would be the new model. Realists will say that it"s important that the us now maintains the most power to enact its vision of world order across the world. It"s the hegemon, seeking to maximize its power: not just committed to participating in the worldwide community, but it will attempt to maintain its power, ensuring no other power can rise up and challenge its power.
