The judges aren"t facing elections compared to many state judges. Even if administrations change the members on the sc will remain. The attitudinal model originally came from analyzing the supreme court. Reasons why the model applies so well at the supreme court. Guaranteed job for the rest of their life. They tend to pick hard cases, legally ambiguous. Probably possible to move a justice a little bit from initial position. Some argue the attitudinal model only really applies to the sc due to the above factors. Trying to understand what the other justices will do. Usually based on precedent, what had been decided in the past. Much better off if you can give a sound legal reason than simply appealing to policy positions.
