Many people of color were excluded from benefits of new deal programs. Barred, not called out but not provided for. Farmworkers, maids, (most of which were african americans) The new deal had work and wage regulations. Southern democrats refused to extend the benefits to people of color. People of color were migrating to northern cities to work in factories. They were able to access the benefits now. Change in labor force -> anti-labor legislation. Desire to maintain the racial caste system was more important to them than the commitment to the welfare and interest to poor and working people. Men of color denied right to enlist in the military. Only during final stages of wwii that they were allowed to enroll in significant number. Legislation that followed the war: gi bill of rights (1944)
