Women have a long history of prostitution, dating back to colonial times. Kagera is an unusually fertile land and it became center for cultivation of cotton and coffee. Women performed most of the agricultural labor but received none of the profits. Wife beating was common, as was abandonment, often on the charge that a wife was too lazy. Prostitution provided women with a route to freedom in a male-dominated world. In the 40"s, a powerful religious revival attracted thousands of east africans back to the protestant church. Changed the gender relations and brought a sense of equality. Economic crisis in the 70"s made tanzania one of the poorest countries in the world. The decline in hiv rates: could be natural course of the disease. What mattered most was collective efficacy the ability of people to join together and help one another, rooted in a sense of compassion and common humanity.
