The difference lies in coping with complexity: setting a direction vs. planning and budgeting: planning is management, leaders plan direction. This all derives form identifying the vision of a company: the idea of getting people moving in the same direction appears to be an organizational (structural) problem. People need to focus more on aligning people rather than forcing them to conform to a set structure: motivation and inspiration energize [people, not by pushing them in the right direction but by satisfying basic human needs.
