Terrorists are like people on a rampage, but they do not express rage or madness. They are on a rampage with a goal to achieve. The intrusion of fear into everyday life is a result of the structure of terrorism. This makes it worse than other forms of violence. A crime wave could be similar as they result in the intrusion of fear. However a crime wave is the result of thousands of individuals whereas terrorism has a single mind behind all the violence.
