Will mind is always self energized & self directed. We choose what we have in mind & which thoughts we will turn into actions. We always have a feeling state but not basic to understanding action. Traditional legal (pre psychological) structure of mental activity we are aware of. Whatever the traditional-legal model is demonstrating must be some incredibly complex inner workings of mind that make it possible. Not routinely aware of these inner workings need specific study to understand them. The inner workings can have defects give rise to specific thoughts & actions. People act for good reads but often need to have deep grasp of personal situation to be able to see this.
