Distinctions btw gendarmerie and civilian police models. Suppress any threats w/ violence if necessary. Relied on legal oversight/mechanisms for accessing private spaces, exercising control on citizens. Focus on crime prevention, but also social regulation & even social care. Policing through police presence, not specific response to social disorder. Britain & the settler colonies (us, canada, australia, nz) had constables & night watchmen. Either paid through volunteer fund or compelled to perform work as part of contribution to general social welfare. Primary purpose was to catch criminals for delivery to local magistrates. Community responsible for bringing alleged perpetrator to home/office of local magistrate then bound over (held in jail) Then tried, punishment of fine or physical punishment or transportation/exile. Job was to help in the private prosecution process. Could receive bounties or extra fees from victims seeking to capture alleged perpetrator. Rise of the nation state more expansive vision of state power. As state & bureaucratic/administrative arms become more sophisticated/complex.
