Cu(NO3)2

Here is what I am doing, but I am not getting it correct, pleasehelp me.
NaClO - Na+ ClO- , Na+ is neutral because it is the cation of astrong base, and ClO- is neutral because it is the anion of astrong acid. So this would make the solution neutral in my opinion.But NaClO should be basic according to the correct answer.
Cu(NO3)2 - Cu 2+ NO 3- , Cu 2+ is acidic since it is a transitionmetal, and NO3- is neutral because its the base of a strong acid,so this is acidic. I believe this is correct, but isn't part of thequestion, what makes a basic solution.
K2CO3 - K+ CO3- . K+ is neutral because its the cation of a strongbase, and CO3- I believe is neutral? I'm having problems figuringthis out.
NaF - Na+ F-, Na+ is neutal because it is the cation of a strongbase, and F- is basic since it is the conjugate base of a weakacid, so the solution is Basic.
