In any society, the minority group is outside the power structure. Does not have muck power or allies in the govt. Who speaks for the minorities, esp in developing countries. Delots in india have been discriminated against, still very disadvantaged despite the indian govt passing legislation. Fri first information reports are not filled out for delots. One of the elementary rights of citizenship is to have nationality.
