Not likely that large numbers of people will choose sustainable options if: choice seems somehow more difficult than the unsustainable option, choice is more expensive than the unsustainable option. Policy can be a an important approach in influencing behaviour towards the desired outcome. This component introduces concepts of the policy process, actors strtegies, and instruments. Concludes with discussing of constraints to the implementation of policy. Choices about sustainability frequently influenced both: market forces, regulation of those market forces. Individuals: groups of individuals, private firms, government/government agencies. Community actors can influence local governance (identifying values, defining a common vision) Actors define (or identify) issues and can result in the influence of loacal policy design. Once implemented, policy influences actions of actors (through community and market signals) Actions shape the policy outcomes (reflected by changes in the six forms of capital)
