Crtc: more clearly defined powers to regulate system ie. power to take away license if broadcaster did not comply with regulations continued to play a role in shift from public to private domination of broadcasting licensed more private networks ie. global 1973: 1991 broadcasting act created a new definition of broadcasting needed due to technological changes previous legislation had only mentioned tv and radio now cable, satellite, etc. change made sure that any transmission of broadcasting could be regulated by crtc.
