International organizations in the 21st Century
-Why international organizations?
•Because they are part of a system of global governance. Ex: usa willing to intervene
in Syria, the responsibilities go far beyond the boundaries of a country for powerful
countries.
•Gouvernance can also appear through norms. International org. look at the
management of international affairs.
-What is global governance
•Everything that has to do with how we decide in international affairs have to do
with global governance. System of rule at all level of human activity… in which the
pursuit of goals through the exercice of control has transnational repercussions.
-Which are the goals/needs/wants require global governance?
•Peace and security
•Human rights
•Terrorism
•Drug and crime control
•Environment
•Economic development
•Financial and monetary
•Migration
•AIDS epidemic
•EBOLA
-When an issue threats the global good, the global balance, it is an international
concern. For example, the Syrian conflict: who’s responsibility is it? International
because it affects a lot of countries through illegal immigration. Need a system of
global governance to fix those problems.

-Why global governance became indispensable
•Interdependence of the world. When conflict, migration affects other countries.
•Globalization
•Liberalization
•Free trade, free movement of capital and people. Ex: people now have numerous
citizenship. Something happening at the other corner of the world is vastly know all
around the world. Makes thing very complex. A country can commit crimes in
another country.
-Challenges to global governance
•Although we have this process of globalization, there is still a lack go heterogeneity
in the international system, as well as a lack of hierarchical order/anarchy.
Discrepancy between big power and less strong countries.
•Dominance of realism: the fact that states are always pursuing national interest. In
most of the case, the state will protect its own national security first.
•Governance without government? We have rules, norms that guide the actors, but
there is no government. Possible because organization and institutions are only part
of a larger system of governance.
-Example: iranien uranium conflict was led by countries touched by the issue, and
it was not all solved through the system of UN.
-Emergence of global governance mechanism
•Pockets of coherence: there are norms which cannot be derogate from. Structure of
principles that manage issues without reaching the state
•Governance continuum: international conference where people meet and discuss
issues, then they set up secretariat that will discuss furthermore, and then we can
adopt the norm more institutional. Process through which rules and norms are
built.
•Classification of IOs
-Supranational/co-operative IOs: no binding decision, only recommendation
