This is because some environments have a larger amount of readily accessible resources. Newly formed businesses tend to have larger amounts of accessible resources. Resource dependency does not mean that organizations are totally at the mercy of their environments, but rather it means that they must develop strategies for managing both resource dependence and environmental uncertainty.
