Listen to each other & other advisors: collect info through recommendations, goal is to move the issue being debated towards closure. Public disclosure: uses reports & publications as part of discussion. Has been around for thousands of years (dating back to bc) Seattle artificial kidney program: the tuskegee syphilis study, roe vs wade, the national commission for the protection of human subjects of biomedical & behavioural research. Initially patients in need of dialysis were randomly picked by physicians. Now there is a list of criteria needed to go through before picking candidates. Congress wanted everyone to receive treatment, but there was a problem with available technologies. At the time there was no one to debate/contribute to public deliberation (bioethics had not emerged yet)
