One of the reasons as to why the institutional structures are insufficiently flexible date back to confederation. Charter of rights and freedoms (1982: supreme court supposed to review cases and ensure minority rights. Thus, it was an attempt to accommodate the changing demographic of canada however, it was not successful because there are limitations on the rights of citizens. Limitations on rights: section 33- not-withstanding clause. Government of canada may infringe upon the rights pertained in section 7-15 of the rights and freedoms. If the government says we are going to interfere with your rights it can do so: section 1- reasonable limits clause.
