• “Canadian War on Queers”
• Bill C 66 → expungement of historically unjust convictions act
o Part of the apology process
o Provides a process by which anyone convicted of a same-sex offence can apply to
have their criminal record cleared
o View that these historic convictions are unjust
o Issue → contains list of offences that is extremely narrow, but there are more
criminal sanctions that have existed
February 1981, Toronto → police raid of gay bathhouses, nearly 300 arrests
• Charged with an offence “being found in a common bawdy house”
• Queer community in Toronto revolts

Legislation does not back up the apology
New Doug Ford Sex Ed Curriculum
• Late 1990s era curriculum, which was out of date in its day
• Issues of sexual consent, assault, coercion are left out of this old curriculum
• Queen’s only brought out a sexual assault code of conduct 2 years ago
• Media framed the sex ed protests in a racialized way → problematic
o Downplayed the role of white Christians in the protests
o Backlash a clash of moral sexual conservatism and liberal progressive approach
• Must critically analyze media representation of sex and race → India and sodomy laws
repealed
• Appeal to fundamentalists of the conservative party
• Players and issue operate differently in different historical/political context → even
between now and 2015
• Populism
o Relies on religious fundamentalism in part
o Distinct sexual politics
o Also economic and cultural program
o Knits together seemingly disparate realms → populist constituency, people link to
at least one issue which are then linked
o Not distinct issues in the minds of the people devising populist politics
Studying sexuality highlights that history is not always linear or progressive
