It is the active citizenship: people accept their responsibility for and participation in civic affairs. Voluntarism refers to the broad term of the spirit or ideology of volunteering whereby people help out in an activity which is unpaid and is given by free choice. The term welfare state implies intervention carried out in the name of promoting general prosperity and providing personal protection or support, the welfare state developed as a response to demonstrated needs and articulated demands. Welfare state in canada is about commitment to social responsibility and sharing risks. Citizenship was about having more than just negative rights but being entitled to more positive social welfare rights as well.
