More poverty among working-class than among the elderly: access to healthcare, pensions, social security, means there are many working-poor individuals, we see cost of living rise while the hourly rate of wage is not increasing. Also about people"s ability to contribute back into the local economy (buying power) Economic structure fuels the health of a city. They filed bankruptcy: decline began in late 80"s, 2000"s got worse, 2008 recession.
