Most agents can be isolated from nature or exist elsewhere in culture collections. Relatively few agents can be easily grown, processed, weaponized and successful deployed while painting virulence/toxicity. The use of these agents is valuable of many legitimate, defensive, and peaceful commercial, medial and research applications dual use . Living and self-replicating organisms cannot be reliably quanti ed. Agents are used in very small quantities and in a variety of operations. Contained biological samples are virtually undetectable (kim jon un"s half brother death) Biological research communities are not accustomed to operating in a security conscious environment. Be prepared to response to the acceptable risks. Cost and measures to protect should be proportional to risk of release of malicious use. Need a methodology to make informed decisions about how to design an effective and ef cient biosecurity system. Level of protection should be proportional to risk of oss (theft or destruction).
