Not all groups are classified as being capable of war (one on one violence is not war, soccer team against soccer team is not war) There needs to be level of organization, size, structure of command, political motivation, purposeful (not random violence or destruction), violence. Clausewtiz says that war is politically charged. Rationalist definition: not random violence, war has purpose. Wasn"t direct violence, but there was proxy violence (overall rate of violence increased) States were not physically harming each other, only the constant threat of war. Is there a difference between war and coercion. Is terrorism war? it has a large scale, it is organized, it"s violent >> but it"s not war. The number of causalities also usually determines a war (although it is arbitrary) We see that there are certain things that need to make up the definition of war , but there are situations in which all of these mandatory characteristics can be contested.
