In order to properly undertones the behaviour of the lower classes one needs to be a ruler, and in order to properly understand the behaviour of rulers one needs to be a member of the lower classes. (6) Dominions are either used to living under the rule of one man, or accustomed to being free; and they are either acquired with soldiers belonging to others, or with one"s own; either fortune or through virt . (6) It is easier to hold onto a hereditary state which are used to being controlled by the ruling family. The ruler is able to keep the status quo and the people will generally be happy.
