When s-cdk turn on activity of helicases, causes dna to unwind and replication can be initiated. Both steps are controlled by cdks formation of pre-rc is inhibited by cdks and stimulated by apc/c, this ensures that pre-rc assembly only occurs during late mitosis and early g1.
