Abstract-
Africa is in an orphan care crisis . Zimbabwe has ¼ hiv positive rate. 1/5 of children
are orphans.
Lack of stable care of orphans putting them at risk for malnourishment, emotional
underdevelopment, HIV infection, illiteracy, poverty, etc.
This study looks at the barriers and incentives to orphan care. Is a quantitative
cross sectional survey. Surveyed 371 adults caring for these children about
perceptions and experiences of orphan care
Found that foster caregivers are disproportionately older ladies w.o a spouse
98 percent of caregivers are willing to foster orphans even outside family
Poverty is main barrier to foster care
Financial need is greatest for single orphan AIDS impoverished households
Struggling families dont have much support
Incentives for fostering should include financial support, free schooling, devpt of
community mechanisms, initiate supports outside family networks
Orphanages in Zimbab host only 4000 kids. Not enough capacity.
Age or frailty of foster parent may force orphaned child to take on a caregiver role
Paying school fee is a big barrier
Single orphan means one parent has passed away
The study surveyed a) foster parents-who were taking care of double orphans b)
parents who had kids who were single orphans c) control parents- these were
promising foster families but didnt have orphans etc.
Avg of 4 kids in each type of household (a b and c)
Most families of all gps were struggling to get by financially. Those w. Orphans were
even worse off.
Africare parents (gp b) felt most overwhelmed by orphan care
