If most college students drink beer, its not deviant because that is the norm. It emphasizes the way in which all parts of society try to work in harmony: for functionalists, if a behaviour is bad for society, it is deviant no matter. It only works in literate societies where laws are codified: reactive, there are differences within deviance depending on who is the one condemning the deviant (media, police)
