Powers or competences of io"s are regulated by constitutive instruments, there are 2 main ideas: express powers: are clearly stipulated in constitutive instruments. Implied powers: not expressly stated in constitutive instruments but implied from it. Reparation for injuries, this idea is more accepted. Implied powers does not mean io"s can add entirely new mandate to themselves, but rather only add those functions that are necessarily implied from their existing mandate. Attribution hard because it"s not always clear where the organization begins and the member state ends. This is because io"s are created by states.
