Ottoman empire based in what was once constantinople but now istanbul. Distance between tangier and istanbul means more of their deys were on their own unless the saltant needed help in war, vice versa too, deys would receive turkish forces (particular large forces). However, through the 16th century the deys would operate independently from the saltant and they seemed to focus their activities on the central and western mediterranean so further away from the base in power in istanbul. The corsairs themselves begin to put forward certain individuals and they become elected rather than appointed, and then they would develop the ability to privateer that would not be recognized by. These activities would become integral to the political and economic framework of the region.
