What are the four ways that the planning process can begin: need for program is obvious and recognized that new program should be implemented (ex. Community"s immunization rate for children is < the national average & a program should be created) Program was successful but needs to be changed in order to be re-implemented. Planners are given independence/authority to create a program needed in a community to improve health and qol. Rationales are needed because health concerns alone usually don"t motivate people, other decisions like finances, and public image play a role. Rationale must show decision makers how the program will meet the goals and carry out the mission of the organization.
