Allows cost sharing in provincial coverage of other services: inmates in federal prisons, refugee protection claimants, rcmp and military (veterans, first nations & inuit populations. Hc is delivered by a complex network of health service providers. Each service provider has its own distinct rules and regulations. Eg. of primary hc providers = family dr. , nurse practitioner, family health teams (non- emergency situations) System is a complex network -> 10 provincial and 3 territorial different systems.
