Document Summary

Dual federalism = implies that the national and state governments operate independently, each tier acting autonomously in its own sphere, and linked only through the constitutional compact. Originally envisaged in us, meant that national and state governments retained separate spheres of action. Each level independently performed the tasks allocated to it by the constitution. Cooperative federalism = practiced in germany, is based on collaboration between levels. National and state governments are expected to work together as partners in pursuing the interests of the whole. Subsidiarity = idea that decisions should be taken at the lowest feasible level. The central government offers overall leadership but implementation is the duty of lower levels: a division rather than a separation of tasks. The principle that no task should be performed by a larger and more complex organization if it can be executed as well by a smaller, simpler body.
