Institutionalizing accountability and making/promoting programs of gender equality. Frame different rights according to what the state would be required to do in order for the right to be enjoyed. Most rights could be treated as negative or positive. Must not experience or suffer from something. Government required to not take life away in an arbitrary fashion. You must be able to do or enjoy something. Barrier to women"s full equality is the existence of unequal laws and opportunities for women. Barriers removed by reforming laws/institutions to eliminate discrimination. Even if all formal legal/institutional discrimination against women was removed, women would still face barriers that lower women"s expectations. Equality= cultures have to be transformed to remove the barriers of sexual and patriarchy. Suspension of a state"s obligation to respect certain rights. These ideologies define the conditions in which it is appropriate to supress a particular group or groups.
