According to this bill, a referendum with a majority of one vote does not allow a province to secede immediately, rather, it triggers negotiations with the federal and other provincial governments on the topic of possible secession. Only the house has the power to vote on what constitutes a clear question and a clear majority. The senate does not have the power to vote on these issues which clearly disregards the two-chamber system that is defined in the canadian constitution.
