The clarity act was introduced in parliament by prime minister jean chretien. The bill was received very well across the country except for the strong opposition from the quebec government. The government of quebec also introduced bill 99 in an attempt to deny the legal and political impact of the clarity act. Perhaps the most important feature of the bill was that the secession of a province can only take place through a constitutional amendment. According to this bill, a referendum with a majority of one vote does not allow a province to secede immediately, rather, it triggers negotiations with the federal and other provincial governments on the topic of possible secession. Only the house has the power to vote on what constitutes a clear question and a clear majority. The senate does not have the power to vote on these issues which clearly disregards the two-chamber system that is defined in the canadian constitution.
