Under the canadian health act, all canadian citizens and permanent residents (once applied to public health insurance) are entitled access to the free universal health-care system, which is paid through taxes. With this being said, it is illegal for private clinics to charge patients an extra bill behind closed doors. However, even despite the enforcement of a law, doctors continue to disobey the system and are often found requesting money out of a patient"s pocket. In globe and mail"s newspaper article, paying to end their pain (2017), kathy tomlinson investigates and concludes that patients are so quick to run to private clinics because they are vulnerable and in need of quicker consultations and surgery. Although patients receive an almost immediate analysis/operation; they are billed with a fee which many times causes an individual hundred and thousands of dollars in debt.
