Individual states can"t respond to issues this big: moral reason, states are inherently violent and will always exercise or try to exercise coercive control, always use violence or threat to use violence. States do whatever they need to control their citizens. People might be opposed to their governments but no one wants to eliminate a state as an organization. Some people don"t accept the legitimacy of a country: ex: israel vs palestine.
