A perception that since they"re poor, we must control them. A belief that the poor and homeless should be marginalized. Through regulating public spaces, governments can contain, control and neutralize these individuals and prevent them from causing trouble. Because homeless individuals are jobless, they therefore do not contribute to productivity hence, they are considered to be illegitimate citizens and should not have access to these urban places.
