Had to have this religion as part of your culture, otherwise you weren"t considered russian . Tsar controls an autocracy- kind of government that develops in russia-> it is a form of monarchy. The tsar is the king of the empire. System in russia was more powerful than other monarchs in europe. The concept of private property (royalty owned the land) 2 police forces: 16th century to maybe even today-> there was a secret police force/ government hired policemen. Serfs = slaves; property of the nobility. Agricultural serfs: did planting and other labor. Had to pay taxes on what they produced.
